Urban legend: The building was a condemned Insane Asylum. A series of tortured murdered patients, and basement suicides (hangings) left the building haunted.
Factual basis: The property was not at any time, an Insane Asylum. The building was originally constructed by the U.S. Army between 1944 and 1945. It lies atop filled in marsh land (possibly aiding the paranormal). It served as the Alameda Intransit Depot under the Army Air Forces Pacific Overseas Air Terminal and Material Service Command. The Navy abandoned the property in 1948; The building was re-designated As the Army Medical building, in 1951. An elaborate unique cooling system was introduced during this time. This cooling system seems to be at the origins of mistaken identity of a morgue / Insane Asylum. Decommissioned in 1955, it was handed over to the Quartermaster General and acted as the Alameda Administration Center until 1962. When the Department of the Army reorganized in 1962, the facility became, in turn, the Alameda Annex, Sharpe General Depot and the Defense Alameda Facility. In January, 1964, the property was transferred to the Naval Supply Center in Oakland, and became FISC Alameda Annex. It existed as FISC until the closure of Alameda Naval Air Station in 1997. The property was conveyed to the city of Alameda in 2000. And there the building remained, dilapidated, and spooky — until it burned to the ground in 2009.
In an article title "The Lunatics Have Taken Over the Asylum," By Susan Goldsmith -"Staffers at Alameda County's psych hospital have long begged for better protections against violent patients. It took a doctor's murder to get them what they wanted. During a routine afternoon checkup this past November, Dr. Erlinda Ursua was slain by one of her own patients, a severely mentally ill woman who had been brought to John George Psychiatric Pavilion that morning. The doctor was beaten savagely, according to sheriff's department records, her head and face smashed again and again into a solid object. She also was strangled to death." While staffers at the 88-bed psychiatric hospital were deeply saddened by their colleague's murder, hardly anyone was shocked. For years, they have complained of assaults by patients, many of whom are severely mentally ill and are brought to the San Leandro facility against their will by the cops. It is possible that the publicized events at Alameda County's psych hospital have further fueled the mistaken identity and paranormal of the abandoned FISC property in Alameda.
Many person's still swear by their experiences inside the abandoned structure. Reports of orbs, shadow persons, Voices, screams, and blinds that open and close at will.
